M. Devlin Cooper

Devlin is the Founder and Managing Partner of Cooper, Barton & Cooper law firm located in Macon, Georgia. He is a graduate of the George Mason University School of Law in Arlington, Virginia, where he completed the Regulatory Law Specialty Track of study. After law school, Devlin clerked for the Honorable Lamar W. Sizemore, Jr. and the Honorable Tilman E. Self, III, of the Superior Courts of Georgia, Macon Judicial Circuit.

Attorney Cooper primarily concentrates his practice in the areas of financial personal injury, eminent domain law, business litigation, probate litigation, and other corporate law. He is an expert in the fields of law related to Class Actions and Mass Torts. He has extensive jury trial experience, having tried more than fifteen cases to verdict before juries throughout the State of Georgia. Devlin is a native of Milledgeville, Georgia, and graduated summa cum laude with a Bachelor of Science in Economics from Georgia College in 2002. During his final semester at Georgia College, Devlin interned for Attorney General Edwin Meese, III in the Center for Legal and Judicial Studies at The Heritage Foundation in Washington, D.C.

Georgia Attorney General Samuel S. Olens appointed Devlin to serve as a Special Assistant Attorney General in 2013, and in that capacity, Devlin represents the Georgia Department of Transportation in real estate matters and eminent domain/condemnation law proceedings. Devlin was also elected Secretary/Treasurer of the Eminent Domain Section of the State Bar of Georgia for 2017. Ultimately, a trial attorney is judged by the results that they achieve and how many cases they try.

Devlin has the experience and reputation to allow him to resolve many cases without needing a trial. Devlin is both an efficient and aggressive litigator which allows him to place his clients in a favorable position to resolve their matters via settlement or trial.

Dr. A. Wayne Johnson

Dr. Arthur Wayne Johnson is an experienced public servant, accomplished businessman, U.S. Army veteran, and proud native of Middle Georgia. Wayne amassed over 40 years of experience as an entrepreneur, senior executive and CEO of multiple businesses, both domestic and international, in the consumer finance and customer service support industries. During his career Wayne caused more than 10,000 high paying jobs to be created. He knows how to run organizations efficiently and effectively and sought as a Republican Congressional Nominee to bring his solutions-oriented approach to the United States House of Representatives. 

Wayne’s federal government experience was serving as a senior official and as the Chief Strategy and Transformation Officer and Chief Operating Officer for the Department of Education’s Office of Federal Student Aid. In this capacity, he was responsible for the largest provider of student financial aid in the country, deploying more $110 billion per year in student funding support, overseeing $1.7 trillion of student loan balances for more than 43 million student loan borrowers.

While at the U.S. Department of Education, Wayne successfully led thousands of employees whose mission was to make college education accessible and affordable for millions of Americans. Wayne’s professional career in this area has given him first-hand knowledge of how to make higher education more cost-effective so that students and their families receive an education that improves their long-term employment prospects without taking on crushing levels of debt.

Wayne is a U.S. Army Veteran, an Eagle Scout, and a product of Georgia’s public education system. Johnson was commissioned as an officer in the U.S. Army – serving on active duty in Texas, Alaska, and Georgia. His initial branch assignment was the Army Medical Service Corps and later he transitioned to the U.S. Army Finance Corps. Johnson served in Alaska as an officer on the staff of Norman Schwarzkopf and later served on the staff of General Colin Powell.

Wayne holds a PhD in Higher Education Leadership from Mercer University, a Masters of Business Administration from Emory University, and Bachelor of Arts in Sociology from Mercer University.
